Prisons
The use of cellular phones is normally forbidden in
prisons around the world.
As cellular phone devices become smaller they become
easier to smuggle into prisons.
Some are so small as to be hidden in body cavities.
The use of smuggled
cellular phones in prisons threatens the integrity of the
prison and creates severe pain to prison management because:

Punishment Is Minimized: Organized crime figures continue
to run their organizations from prison with the use of
cellular phones, defeating one of the purposes of
incarceration.

Safety And
Security Is Threatened: Cellular phones have been used by
prisoners for command and control during prison riots.
In some cases coordinating not only a single prison,
but also simultaneous riots in multiple prisons.

Criminals Get
Rich: Cellular phone calls can be “sold” for as
much as $500 to $1,000 per call inside a prison – creating a
multi-million dollar industry supporting crimes within the
prison system itself.
The Prison market segment
will be universally available around the world.
It will be especially strong in the United States
because of the large number of institutions at multiple levels
of government (national, state, regional, local).
The United States has one of the highest
prisoners-per-capita ratios in the world.
Voting
In many jurisdictions around the world there are unscrupulous
people who attempt to purchase votes from voters with no
money. A common occurence is to offer them money in
exchange for a picture of their completed ballot - and supply
them with the cellular camera phone to take the picture and
send it outside before depositing in the ballot box.

Education
Cellular phones provide the most problems for schools by
disrupting classes and by facilitating cheating on
examinations. Many
school districts across the United States and in Europe have
banned the use or possession of cellular phones in the
schools. University
professors have threatened to leave their classes because of
lack of student attention due to cellular phone use.
In Korea a major
national scandal was recently uncovered by hundreds of
students cheating on national college entrance exams using
cellular phones.

2000 Nigerian students cheated on exams with mobile phones in

disruptive. Initial
penetration into the school market would be best at the
university level because, as a rule, there is more funding
available. The
negative perception of cheating can also be higher for a bar

students have sent text questions for such things as the date
of a historical event or formula for figuring the area of a
circle, and a text reply supplies the answer.
